The proposed site for ICM program development in Fangchenggang covers a coastline of 584km. Bordering Viet Nam on the South China coast, Fangchenggang is developing itself into an international port city linking China with ASEAN countries.

The city covers three important bays, namely Zhenzhu Bay, East and West Bay, and Qinzhou bay. Zhenzhu Bay has been traditionally famous for the farming of south pearl and accommodates relatively well-protected mangrove habitats, while East and West Bay are heavily developed for port construction, urbanization and coastal industries. The Qinzhou Bay, bordering the neighboring Qinzhou City, became the area of multiple use conflicts with competing interests for mariculture, coastal urbanization and port development.
