The municipality of Xiamen is one of PR China's Special Economic Zones. Transformed into a magnificent port city with complete infrastructure, it is the site of a dynamic economic trade. Main coastal activities include capture fisheries, mariculture, tourism, shipping and port operations, and manufacturing. Through the ICM program, Xiamen stakeholders have successfully developed a coordinating mechanism for coastal and marine management, established a legislation framework, implemented functional sea-use zonation and strengthened integrated enforcement for marine management. These efforts yielded improved water quality in Xiamen Harbor – a feat cited by the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP) in April 1998.
