- What types of projects are eligible for
funding?
Projects should address the priority areas identified in the coastal strategy and/or the Sustainable Development Strategy for the Seas of East Asia and may be implemented within transboundary water systems, ranging from river basins, lakes and groundwater systems to coasts and large marine ecosystems.
Projects may include one or any combination of the following components:- Biodiversity conservation
- Livelihood development
- Capacity development
- Pollution prevention from land and sea-based resources
- Linkaging, networking and advocacy
- Research and documentation
- Any site-specific components/strategies for the implementation of
the SDS-SEA
- Who should be contacted in applying for a grant in PEMSEA
sites?
NGOs/POs/CBOs should initially get in touch with the ICM Coordinating Offices for a discussion on potential projects. Development of concept papers and full-blown proposals should be done in collaboration with the coordinating offices.
- How much is the maximum grant fund and how long is the
duration of the project?
The maximum grant available per project is USD50,000 and project duration is for maximum of two years.
- Aside from grantee NGOs/CBOs/POs, which organizations can
participate in the partnership?
All organizations - from private to public sector - are encouraged to participate in partnership projects by getting involved in the implementation process. However, only eligible NGOs/CBOs/POs are qualified for funding opportunities.
- What is the process for grant applications?
Essentially, all project proposals will undergo the PEMSEA-SGP Grant process, but concept papers and full-blown proposals from partnership sites should be developed and endorsed by the PEMSEA Partners before it is reviewed by the National Steering Committee (NSC) of the respective participating countries.
- What sites/countries are covered by the
Partnership?
The Partnership covers five SGP and PEMSEA covered countries including Cambodia, Indonesia, Philippines, Thailand and Vietnam. Proposed projects should be implemented in ICM Demonstration and Parallel sites.
- Is there a deadline for proposals?
Project Concepts can be submitted to the PMO on a rolling basis. Endorsement will be made to SGP and SGP will review the proposals based on their review schedule. ICM Coordinating Offices will be informed of the country-specific schedules and applying NGOs/CBOs/POs should get in touch.
- Can NGOs/CBOs/POs submit two or more project proposals that
tackle different areas or have different objectives?
Yes, but SGP will only award a grant to one project.
- Can previously awarded NGOs/CBOs/POs avail of the SGP grant
for this Partnership?
Yes. By SGP rule, previously awarded institutions are not eligible for funding. However, since the SGP-PEMSEA Partnership is considered a new initiative, the SGP may opt to award a second grant, particularly if a previous project has an exceptional track record.
SGP and PEMSEA will assess the performance of a previous grantee to determine if the organization is eligible to become a partner. If awarded with a grant, the project would have to focus on sustaining the previous initiative and/or broadening its scope and coverage.
- Who are the Partners?
The Partners for the implementation of this project include the following: -
- SGP-PEMSEA Coordinating team which provides overall guidance and coordinates the partnership in five countries (Cambodia, Indonesia, Philippines, Thailand and Vietnam)
- Small Grants Programme Partners which consists of the National Steering Committee, the National Coordinator and other SGP partners/representatives
- PEMSEA Partners which is represented at the local level by the ICM Coordinating Offices and the various partners as indicated in their respective Coastal Strategies, and at the regional level, by the SGP-PEMSEA Coordinating Team which includes the PEMSEA Site Officers and Technical Assistant for ICM
- Grantee NGOs/CBOs/POs. Other local NGOs can also become partners by
providing specific and regular support to the grantee NGO/CBO/PO in
collaboration with SGP and ICM Coordinating Offices in the
implementation process
- How will the Partnership strengthen the implementation of
community-based projects?
Through the Partnership, NGOs/CBOs/POs are provided timely support with the necessary support from concept preparation to promotion of project sustainability. Networks of both SGP and PEMSEA are mobilized in the implementation process for activities to be more effective and efficient as they share resources and responsibilities.
A strong linkage with local governments in the region is also an important ingredient of the Partnership. By mainstreaming, the participation of NGOs/CBOs and POs into the local government actions on coastal and marine management, the people are given more opportunities to chart the course of their own development. In the same manner, local governments are able to implement projects which are more sensitive to the needs and socioeconomic conditions of specific communities.
