Criteria for Project Selection

Proposed projects should clearly demonstrate:

  • Contribution and linkage to the implementation of the local government's ICM coastal strategy, or with the national government's overall thrust in support of SDS-SEA implementation;
  • Sociopolitical, economic and environmental benefits and impacts;
  • Mechanism for multisectoral, interagency and stakeholder collaboration;
  • System of regular project monitoring, documentation and replication;
  • Mechanisms for project sustainability; and
  • Innovativeness of approaches and strategies.

Implementing Organizations

Nongovernmental, community-based and people's organizations with limited funding opportunities will be given priority.

Grant applicants must:

  • Be affiliated/recognized as an implementing partner by the Local Government Unit;
  • Have an established track record and organizational capability in implementing community-based management projects; and
  • Have a strong mass-based support in the site where the project will be implemented.

Level of Funding and Duration

The maximum grant available per project is US$50,000. The project duration is for two years.

Process of Project Development, Implementation and Monitoring

Step 1: Preparatory Activities

  • NGOs/ CBOs/POs contact the ICM Coordinating Offices to access project application guidelines, forms and information materials.

Step 2: Concept Paper Preparation and Review

  • NGOs/ CBOs/POs prepare a brief project concept paper and submit it to the ICM Coordinating Office for initial consideration. The concept paper is forwarded to the PEMSEA Resource Facility for initial review on its linkage to local coastal strategy or the SDS-SEA. All concept proposals and summary reviews are then submitted to the GEF SGP National Coordinator.
  • The GEF SGP National Coordinator reviews and pre-screens the concept paper according to GEF criteria and those adopted by the National Steering Committee (NSC) for activities in that country. The GEF SGP notifies the proponent on the status of the concept proposal.

Step 3: Full-blown Proposal Preparation and Review

  • If the project is judged eligible, the project proponent is invited to prepare a project proposal; in some cases, this step may be supported by a planning grant. The ICM Coordinating Office shall identify the technical needs of the project.
  • Project proposals are then submitted to the GEF SGP for consideration.

Step 4: Approval, Implementation, Monitoring and Evaluation

  • The NSC reviews the proposal and either accepts it, rejects it, or returns it to the proposing organization with a request that further work be done on formulating and refining the proposal.
  • Approved proposals enter the national SGP and work program of ICM Coordinating Offices. Grantee implements the project and regularly coordinates with the responsible office/s for effective implementation, technical assistance, and monitoring and evaluation of the project.

Step 5: Promotion of Sustainability and Exit Strategy

  • End-of-project meeting and evaluation
  • Discussion of sustainability measures in project implementation and possible inclusion of project into the long-term government work program.
