Lao PDR joined PEMSEA when it signed the Haikou Partnership Agreement during the 2006 East Asian Seas Congress in Haikou, China. The Haikou Partnership Agreement formally established PEMSEA as the regional coordinating mechanism for implementing the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA).
