Who We Are

The East Asian Seas (EAS) Partnership Council is a decision-making body that provides the policy and operational guidance for the progress of the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA). It steers, monitors, and reviews the ongoing directions of the implementation.

The EAS Partnership Council elects an Executive Committee to guide and oversee the implementation of recommendations and decisions of Council intersessionally. 

A key component of PEMSEA regional mechanism is the Ministerial Forum where ministers of the Country Partners meet and engage in policy dialogue, and is being held every three years as part of the East Asian Seas (EAS) Congress.

Secretariat and technical services are provided by the PRF to support SDS-SEA implementation.

PEMSEA was built on partnerships and regional cooperation. For over three decades, its Country Partners are work together to plan and implement strategies for the sustainable development of seas and coasts of East Asia. 

Along with its 11 Country Partners, PEMSEA’s network includes 21 non-governmental organizations, ranging from scientific and research institutions, industry associations, regional programs, and international organizations - all working together to support the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA).

PEMSEA's integrated programming portfolio and impact in East Asian Seas Region are made possible through strong collaboration with and support from funding and development organizations including the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF).
