Call for Expression of Interest

IT Network Upgrade of Servers and Implementation of Wifi Access Points (AP)

PEMSEA is an international organization specializing in integrated coastal and ocean governance for the Seas of East Asia.  It is a partnership arrangement comprised of 11 Country Partners and 20 Non-Country Partners with a collective commitment to the implementation of the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA).  The SDS-SEA represents a consensus among Partners on the shared vision, objectives and action programs of PEMSEA for sustainable development of the Seas of East Asia.  PEMSEA also works closely with educational institutions, Regional Centers of Excellence and ICM Learning Centers to build a critical mass of broad-based, trained and educated coastal and ocean managers to undertake the enormous tasks in the region.  PEMSEA Resource Facility (PRF) provides secretariat, communications and technical services and assistance to partners to implement the Sustainable Development Strategy for the Seas of East Asia Implementation Plan 2023-2027.

In order to efficiently serve PEMSEA partners and stakeholders in the EAS region, PRF intends to replace its current Windows Server 2003 and replace them with modern servers running the latest Operating System (OS).  In line with this, PRF is also looking to modernize its network infrastructure, using Wifi Access Points (AP) and new switch hubs to implement an efficient Wifi Hotspot and a state-of-the-art Wifi security access.  Currently, there are five (5) servers and six (6) switch hubs that may need to be replaced.

PRF IT DEPARTMENT is seeking suppliers to review and provide suggestions and quotations to modernize its PEMSEA’s servers and WIFI access points.

 

SCOPE OF WORK

1. Replacement of the servers with at least two (2) units for modern servers.

2. Installation of virtualization and HCI (Human-Computer Interaction) Software and Licenses 

3. Installation of Server Operating System (OS) Licenses ex Windows Server 2016

4. Replacement of the current 6 units of switch hubs to modern switch hubs

5. Implementation of Wifi Access Points for the ground and second floor of the old and new building. An estimate of six (6) Wifi AP devices may be needed

6. Testing of LAN cables for the entire PRF Network through the following: (a) Crosstalk/Packet Loss Test, (b) Continuity Test and (c) Current Test

 

IMPLEMENTATION PLAN

 

PRF will provide the initial specification of the existing servers and switch hubs and will require the suppliers to visit and inspect PRF to check evaluate our existing infrastructure and develop a detailed proposal or Service of Work (SOW).  Estimated completion of the project is 30 days upon signing of the contract.

New Implementation or Upgrade of their Accounting System (from Microsoft Dynamics GP)

In order to efficiently serve PEMSEA partners and stakeholders in the EAS region, the PEMSEA Resource Facility (PRF) intends to upgrade their accounting system namely, Microsoft Dynamics GP. The current version in use is GP 2016. The Mainstream Technical Support for this version has ended last July 13, 2021 and the Extended Technical Support will only take place on July 14, 2026. In line with this, PRF will upgrade their Accounting System for (a) better technical support, (b) modernized user experience so the system can be accessed online, (c) enhanced functionalities, (d) cost effectiveness and (e) efficient reporting.

PRF is seeking suppliers to review, provide sustainable solution and submit quotations to upgrade our accounting system

 

SCOPE OF WORK

1. Functionalities should include the following: (a) Financials, (b) Project Accounting and Budgeting, (c) Purchasing, (d) Payments and Receivables and (e) Standard Financial Reports 

2. An Application Program Interface (API) that the system can be linked to other system such as Time logs, Leave/Absence and Budget Monitoring System

3. Can be accessible through the Internet

4. Seamless data migration from the old system to the new system as much as possible with indication of timeline

 

5. Flexible reporting system that can be done by a trained staff

 

IMPLEMENTATION PLAN

 

PRF will conduct a meeting with the suppliers, preferably face to face, where PRF can demonstrate their existing system and to provide an overview of the current functionalities tin use. The supplier is expected to provide sufficient information and recommendations, including a demonstration of their proposed system. Feedback and comments shall be given to the suppliers. Interested suppliers can be requested to present their Proposed Implementation Plan and Cost. The estimated completion of the project is 90 days upon signing of the contract.

Call for Expression of Interest

Web Developer for the Updating of PEMSEA Knowledge Management Platforms – Phase 1

In order to improve and strengthen the online engagement of PEMSEA among its partners and networks in the EAS region, PRF intends to update its knowledge management platforms. The Phase 1 of this updating includes the improvement of user experience (UX) and user interface (UI) in the PEMSEA website.

The PRF Communications and Knowledge Management Unit is seeking service providers (web developers) to revise the UX and UI of the website based on the guidance and planned revision to be provided by the organization.

SCOPE OF WORK

1. Provide technical guidance to the overall revision of the website.

2. Revise and improve the user interface design:

   a. Execute the visual design and implement new sections following PEMSEA’s brand guidelines and design peg from the Communications and KM Unit;

   b. Ensure consistency on visual language, i.e., font, images, formats and spacing, and other layout techniques;

   c. Revise existing and execute new functions based on the preferred and agreed design;

   d. Create a microsite with functions fit for multi-media storytelling (similar to platforms such as Short Hand and Exposure).

   e. Organize web library and contents by way of proper tagging; and

   f. Perform file (path) migration to ensure that all source files will be migrated and linked properly to the new section/design.

3. Enhance website user experience

   a. Clean functionality of all tabs and links in the website;

   b. Responsive design; and

   c. Ensure flexibility of the format of the website when accessed using different devices/hardwares, e.g., desktop, mobile phone, tablet, etc.

4. Support and sustainability

   a. Develop a user manual and deliver a webinar for the support staff and system administrators to perform content upload, system maintenance and administration.

   b. Provide administrative and technical support as well as quality control for a period of 6 months.

   c. Handover of full source code including all developed libraries shall be handed over to PEMSEA.

All revised copy/content as well as visual assets and designs will be provided by PEMSEA.

IMPLEMENTATION PLAN

The PRF will provide the overall guidance on UX and UI including all the overall design and visual assets. Specific functions and features will be proposed but the service provider is expected to conduct its own review of the current website and develop a detailed proposal or Service of Work (SOW). Estimated completion of the project is 60 days spread over three months upon signing the Purchase Order (PO).

Rewiring Services in the PEMSEA Resource Facility Office (Old building – Panel Breakers 1 and 2)

Title: Rewiring Services in the PEMSEA Resource Facility Office (Old building)

Introduction:

PEMSEA is seeking proposals from qualified contractors to provide rewiring services for our office space. The objective of this project is to upgrade the existing electrical wiring system to ensure enhanced safety, reliability, and energy efficiency thereby enhancing business continuity and lowering the risk of blackouts and short-circuits. The project location is at PEMSEA Resource Facility Building, DENR Compound, Visayas Avenue, Quezon City, and we anticipate the project to commence on August 22, 2023 .

Scope of Work:

The selected contractor shall be responsible for the following tasks:

a. Conduct a comprehensive assessment of the current electrical wiring system and identify areas that require rewiring.

b. Design and propose an updated wiring plan that complies with all relevant building codes and safety standards.

c. Procure all necessary materials and equipment for the rewiring project.

d. Safely remove and dispose of old wiring in accordance with applicable regulations.

e. Install new wiring and related components, such as switches, outlets, and circuit breakers.

f. Ensure proper grounding and surge protection for sensitive electronic equipment.

g. Test the newly installed wiring to verify its functionality and safety.

h. Provide a detailed as-built documentation upon project completion; detailed labelling must be provided clearly identifying each circuit.

 i. The bidders shall provide a detailed installation plan including strategy to minimize disruption for the building operation and ensure business continuity during the rewiring process.

 Qualifications:

Contractors submitting proposals should meet the following criteria:

a. Experience and qualifications of the contractor in carrying out office rewiring projects. 

b. Technical expertise and knowledge of electrical systems, including compliance with relevant codes and regulations. 

c. Proposed project approach and timeline, demonstrating efficiency and minimal disruption to office operations. 

d. Cost-effectiveness of the proposal, considering the breakdown of costs and overall value for money

Proposal Submission:

Interested contractors are requested to submit their proposals no later than August 18, 2023 to recruitment@pemsea.org.

Selection Process:

The final selection will be based on the contractor's overall suitability for the project. The type of contract to be signed is the Purchase Order detailing the terms, conditions, and deliverables of the project.
