Rose Jean Manzano is a Human Resources professional with over 10 years of progressive experience in human resource management, organizational development, and employee relations. Having served as the Head of the Human Resource Management and Development Section for the Philippine Commission on Women, she has developed extensive expertise in aligning human resource strategies with organizational goals and civil service mandates. Her career is distinguished by a strong focus on digital transformation and automation of some human resource processes,  and quality management systems. She is a certified ISO 9001:2015 Internal Auditor who has successfully led the enhancement and alignment of HR business processes including recruitment, compensations and benefits, performance management, learning and development, and rewards and recognition to meet rigorous international ISO standards. She has comprehensive exposure to different organizational contexts having served in multiple government and private institutions.

Jean is a Licensed Psychometrician. She holds a Bachelor of Science in Clinical Psychology from the Polytechnic University of the Philippines and has also completed 40 units toward a Master in Clinical Psychology at the same institution.
