The Ocean Policy Research Institute was established as the "Japan Foundation for Shipbuilding Advancement" in 1975. At the outset, its aim was to promote the shipbuilding industry and related manufacturing industries through activities such as conducting management diagnosis, financing business operations, supporting technology development and taking measures to prevent marine oil pollution.

The Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP) was adopted in September 1994 as a part of the Regional Seas Programme of the United Nations Environment Programme (UNEP). Implementation of NOWPAP contributes to the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA) in the Northwest Pacific region.

KOEM is carrying out a variety of management projects for the marine environment, including conservation, preservation and restoration of marine ecosystems, addressing climate change, responding to oil spills, and research, development and implantation of new services for green growth.

The Korea Institute of Ocean Science and Technology (KIOST), formerly Korea Ocean Research and Development Institute (KORDI), is a comprehensive ocean research organization that is leading the development in national ocean science and technology. Through advanced ocean science and technology, KIOST is navigating to achieve sustainable national prosperity from the ocean, with full competence of its people who have been inseparable from the sea throughout its long history.

The Korea Environment Institute is a government-sponsored national research institute specialized in environment police and management with a wealth of knowledge and expertise to contribute to the sustainable development and environmental management in the seas of East Asia. Established in 1992, KEI is one of the public research institutes of the Korea Council of Economic and Social Research Institutes under the Office of the Prime Minister.
