Terms of Reference (TOR)
Retiling of Pantry Area and Kitchen, Including Restoration of Kitchen Cabinets and Fixtures

1. Background
The PEMSEA Resource Facility (PRF) is undertaking maintenance and minor renovation works at its office premises to improve functionality and hygiene. The project involves the retiling of the pantry area (formerly used as a training room) and kitchen, as well as the restoration of kitchen cabinets, lavatory, and sink fixtures.

2. Objective
To engage a qualified service provider to carry out the retiling and restoration works in the designated pantry and kitchen areas in accordance with specified standards of quality and safety.

3. Scope of Work
The contractor shall provide all labor, tools, materials, equipment, and supervision necessary to complete the following:

A. Retiling Works

  • Removal of existing floor tiles and proper disposal of debris.

  • Surface preparation to ensure level flooring and adherence of new tiles.

  • Supply and installation of new floor tiles (approximate area to be specified by PRF; tile specs to be discussed or provided).

  • Grouting and finishing of tiled surfaces.

  • Cleaning of completed work area.

B. Cabinet and Fixture Restoration (Kitchen Area)

  • Restoration or replacement of the under-sink cabinet and lavatory cabinet (materials to match existing or as approved by PRF).

  • Repair or replacement of damaged cabinet doors, hinges, and handles.

  • Reinforcement of countertop base if needed.

4. Deliverables

  • Completion of retiling and restoration works within the agreed timeline.

  • Clean and functional pantry and kitchen area upon turnover.

  • At least a 6-month workmanship warranty on tiles and restored fixtures.

5. Duration
The work must be completed within 7–10 working days from issuance of Notice to Proceed.

6. Requirements from Service Provider

  • Company profile and copy of business registration.

  • List of relevant completed projects.

  • Quotation with detailed cost breakdown (labor, materials, and any additional charges).

  • Proposed timeline and work schedule.

  • Valid government-issued permits or licenses, if applicable.

7. Site Visit
A site inspection can be scheduled upon request to assess the scope of work prior to final quotation submission.

8. Submission Deadline
Quotations and required documents must be submitted to PRF by [June 6, 2025 COB].
